Target Circle is free to join. Votes are accumulated every time you make a purchase through the Target app or your online account. You also earn votes every time you scan your rewards barcode in-store or use the credit card associated with your Target Circle account.
Note that in order to vote for Future In Sight, your Target Circle account must be registered to a NH address.
